Definitely, Julia! Still, there are levels in which phrasal verbs constitute an important part of the lexical items to be learnt; knowing how to tackle them realistically becomes extremely useful then.
On the other hand, there are also the people who love learning phrasal verbs, or idioms, or proverbs, and it's good to provide them with a place to learn them little by little!
